Verify that is the Workspace to which you want to add tool bars. If not, select a different one to set it current.If you set a different Workspace current, select the Workspace Switching tool again.(If not, you already have the menu deployed, and can continue.).In the Customize User Interface dialog, make certain that the Customize tab is selected, and that the dialog is fully expanded.
If the icon on the button at the bottom right corner is a greater than sign, select it to expand the dialog. If it is a less than sign, the dialog is already expanded and you should not select it.
